The part of an account that is free to leave depends on the part that is standing behind open positions and on the running result of those positions. Both of those move with the market, so the free part moves with them.
A figure noted yesterday is therefore a description of yesterday. It was already different before the screen was opened again, and it will be different again by the time anything is acted on.
What keeps running while a request is in progress
None of the ordinary machinery pauses. Pending orders keep their levels, protective levels stay attached to their positions, margin level keeps being computed and automatic closure keeps being applied against it by the server.
