What an open position does when the signal drops
A position, and any stop or target attached to it, is held on the server. Closing the app, losing mobile data or running the handset flat does not cancel it: the levels stay armed and are triggered by prices on the server side.
What does depend on the connection is whatever the phone is asked to do at that moment. An order being sent while the signal fails may or may not have arrived, and the honest way to find out is the Trade tab once the connection is back, not a second tap.
A pending order behaves the same way. It waits on the server until its price is reached or until it is cancelled, so the handset can be off for the whole wait without changing anything about it.
Alerts, and what the handset is allowed to show
A price alert is worth setting before it is needed rather than after, because an alert is what makes a phone usable without watching it. On Android those alerts arrive as system notifications and answer to the same permission and battery settings as every other application on the handset.
Two settings quietly break them: notifications turned off for the application, and aggressive battery optimisation that suspends it in the background. Both belong to the handset rather than to the platform, which is why they survive a reinstall of the app.
